There is no notability requirement on TVTropes. It's merely needed that they be in some kind of accessible work, or be kind of partially known by some people, to stay as a page on TVTropes. It doesn't apply to tropes, so you can't get away with anything you like, and you can't do like someone did once and do a page on your choir teacher, but raocow is definitely known, and will stay.

By the way, can we get some links for those CrowningMomentOfFunny examples? That's most likely the worst possible trope to have unlinked examples for in a web series.

I am absolutely certain any reference to something like "Moe Moe" or "Ho Yay" regarding something like these guys is meant to be a joke, and I know for a fact that the Ho Yay entry for Retsupurae is just mentioning some offhand jokes between a couple of the guys in their Braid video.

That's because raocow never uses catchphrases because they are catchphrases. I just says whatever he feels like. And one day I'm sure we'll see the return of the revenge of the return of Johnson McCain

That's for work pages though. Like if you wanted to create a page about a certain obscure book or online novel or blog, you could, but things like your local choir teacher or the story you wrote once but never published are forbidden.

I am not sure if this applies to examples within pages.

Yeah, it does. Even if something doesn't have a corresponding page for the work, it's perfectly valid to add as an example (unless otherwise specified) if it's properly categorized and actually an example of the trope.
