I saw that video, and I've been wondering the same thing to this day: am I the only one who thinks that it doesn't make sense for that to be basically the same thing as "test your game before releasing it"? That's clearly what they were saying, but the wording of the quote (especially out of context) has vastly different implications.

That could have been used, but it wouldn't capture the bigger perspective. The thing is that it's a general philosophy which is used in the context of game development, so naturally when you only use it there it sounds like "test your game before releasing it."

Though it also had a level of depth which doesn't just rely upon testing the game before release. More specifically, it talks about trying to throw out an idea (not a game, a concept) before it's complete - no matter how terrible you think it is - in order to get evaluation on what was good or bad about that idea. Then, you can use that knowledge to know what to create later. There's another source which talks about this style of creation in more detail, but instead of focusing on game design it's geared toward writing. Be warned if you're offended by profanity, however.

I looked it up and apparently it's Stanisław Jerzy Lec (in a slightly different form, second from bottom here). Apparently it's misattributed to Voltaire quite a lot too.

I think the "why" was more of an incredulous "why" as opposed to actually wondering the reason.
