To start, there's the upcoming Super Mario Maker with its multiple physics engines, the LittleBigPlanet games, and Mega Man Powered Up. My mind's drawing a blank on non-platformers, but I know there have to have been some racing games that have a feature like that in them.

Are we talking about solid games where the level editors/modding tools are a nice bonus or games where the creative element is the main draw?
If the latter, let's get the obvious ones out of the way: the LittleBigPlanet games, The Sims series, sandbox titles like Minecraft, Terraria and Starbound (and the upcoming Dragon Quest Builders whose very concept is a match made in heaven), and Mario Maker (which will be out this month).
Also, there was this game called Fight The Dragon on sale on Steam the other day which, iirc, was pretty much make your own Diablo or something like that? Have yet to try it out myself. And Lego Worlds looks amazing~
As for the first category, lessee... I really enjoyed Timesplitters: Future Perfect's level editor.

But yeah, Powered Up had a nice level editor too. And might you be thinking of Modnation Racers or LittleBigPlanet Karting?

also theyre literally developing the next unreal tournament game (and others) on github open source and i dont think modding tools get better than ue4

I spent a lot of time messing around with the track editor in Diddy Kong Racing DS (especially with that wonderful music)

DROD comes to mind. It's a turn-based puzzle game, and the level editor is exactly the same as the one used to make the actual games. There's some pretty elaborate user-made dungeons for it. (Also a lot of ridiculous rooms.)
