+1 Spell damage isn't a super-always-powerful thing by itself, but at least once per game it can make a huge difference, and Bloodmage Thalnos is a card that lets you take spell damage with the lowest risk possible. Noxious actually recently was trying for making spell damage work in a vid, to mild effect, but as with most of the things he does it was a fun gimmick with lackluster results compared to tried and true decks.
BMT has so little value in my eyes and I can very, very easily see it being a dead card in many hands.
Maybe none of the streamers/youtubers you've watched have used him to great effect, but he absolutely is "a good card" and one of the staple legendaries that go in and out of use. People who know what they're talking about when they say "spell damage minions just aren't very good" often append that with "except bloodmage thalnos". The downside is usually "you just wasted a card/mana on an overcosted minion who will die for free", but when thalnos dies you get your card back. It's like being shaman able to roll a spellpower totem with 100% certainty once per game.
