Yup, it's got a bunch of great new features, like new events, new blue text options, and the ability to rename crew members that you get in-game (so you can hire Elnubnub from a store, and then tell him his name is now "Dave".)

I'm pretty sure just a couple months ago it was 75% off (like, $8?) Like Bwarch said, wait a bit and you'll get it for super cheap. Although if you do want to play it soon it's worth the full price, and supporting the devs is always a nice thing to do.
But yeah, it's really fun. I've put like 100+ hours in on Xbox and 40 on Steam.

When I'm able to play lately I've been playing marvel heroes. Buggy, but free and pretty fun. I put way more time into terraria then I should have, and enjoy playing as heavy weapons guy on TF2 occasionally.

I also really like audiosurf (the first one).

Well yeah if you can wait a bit longer I'd say do that. While $10 is a good deal for Skyrim, that wasn't legendary edition so if you can wait a bit longer for a Steam sale you can probably get it for that price if not cheaper and you'll also get all the DLC.

Actually, Ashan, we decided that that there was a really good deal so I decided to buy it and just wait to receive the steam gift card until my birthday or something.

I was kind of hoping it would give me a steam key after purchase but it looks like I'll just have to play it through Uplay. Whatever that is. Darn.
EDIT: Apparently Uplay like connects itself with steam, so I'd basically be playing it on Steam but with Uplay in the background? I think? I really hope that's how it works.

I'm pretty sure there's no non-Steam version of Skyrimon PC. Like, even if you bought a physical copy, once you installed it it would connect to Steam. I recall hearing something like that anyway.
