When it comes to the thing where men are wearing normal armor while women are completely exposed for the sake of showing off cleavage and/or "dat ass" there's basically 2 routes to fix this:

Dark Souls Method
Basically give females the same armor as the males.
This might actually not be the prime example because I think they might have changed some of the armor for females, but there's only one I think I vaguely remember. Regardless, by the time you're bundled up with a full armor set in that game your character could really be either gender and you'd have no idea.

Final Fantasy Method
Have the women wear exposing clothing except it doesn't really matter in terms of the universe they live in cause all the men are wearing clothing that shows off their entire body too.

Yeah, at some point my number of instances of playing Super Smash Bros with friends changed from like twenty times a year to like twice a year to like never. Hooray for growing up! :D

You play as snake, a man, when the camera zooms on stuff like this is because snake is looking at them, snake finds Maryl attractive and he's focusing on it. It's seen as a character flaw, snake is usually calm and collected but he gets distracted by attractive women. He even straight up fumbles and can't respond when he first meets Mei Ling.

Fourth, dialogue. Kojima clearly has no idea how to write women. Whenever they're around, they talk about how they're a woman, how they can hide things in their vaginas (no kidding, this happened), and things like makeup, bras, etc. And it's just so obvious that a man wrote the dialogue that it's really painful.

Like you see the gun dialogue above? Kojima, to his limited credit on this issue, did try to subvert that later in MGS... But...

This is a literal statement. She had just said that she had used that kind of gun since she was 8, literally before she wore a bra.

The characters are supposed to be human beings, when when a human wears clothes that is physically uncomfortable because it is to tight they say stuff. Snake complains about the Sneaking Suit being uncomfortable too.

Okay to be fair the actual line is "girls have more places to hide things" in reference to a data card. But it's pretty clear what she's referring to.
In real life, boobs are pretty much the best place to hide things, but then you can't have revealing clothes so it doesn't work as well in video games. I could go on about real life security procedures, but I doubt it's relevant to the MGS series which I know nothing about.

Trust me, I tried this rather extensively growing up.
A lot of people can make that work, expectantly if the guards/officers are afraid of touching women due to sexually harassment laws or decency. Obviously, I don't know anything about that scene so you're likely right in this case.
