I think your concern can be addressed by clarifying whether you have to use the NPCs in a narrow sense, as intended in the SMBX engine. To me it looked like you can use them in aesthetics too. For instance, if your NPC is a hammer bros., it doesn't mean your level has to be prominently about actual hammer bros. enemies throwing hammers at you. Instead you can have a level where the hammer bros. are an important element of the story and they show up as non-hostile characters and as decorations.
Around when do we expect judge choosing to happen and how? I don't remember how they were chosen the last two times but I'm super interested in judging and would like to do some sort of application dealio whenever possible.

That would be a job of the host and possibly judges (and other contributors volunteering).
What can be done is
1. State in the instructions to the contestants that they should use music tracks safe to use, or should at least understand that they will be checked.
2. As you suggested in the previous thread, the showrunners and volunteers could test them on Youtube to see if they're clear.

Depending on when the contest runs, I may also throw my interest out for judging. Currently beta 4 and A2XT are taking up my focus, but if the contest runs when those are finished or at least near completion, judging could be a possibility. Only if people think I'd be fit for it of course.
