Something to consider: Devs had designed a naked Sakuya (which perhaps, along with her "bikini" design, may have been a reference to Ame-no-Uzume-no-Mikoto), though it was not implemented in the final game.

There is an undercurrent of sexuality in this game that North American culture (which, let's be real here, is highly conservative, even in "progressive" forms) has shown not to stomach all that well

Fun Okami Facts!

According to the developers, Issun wasn't originally planned as part of Okami, but was added later on after discussion about how they could adequately guide the player around, since it had been decided early on that Amaterasu would not speak. While the game was very much patterned after the Zelda series, they decided to put their own spin on the guide character archetype by making him “someone tiny, no bigger than a flea, foul-mouthed and lecherous!”

Much of his early dialogue was improvised, and the staff took turns writing out his dialogue with Amaterasu, a process they found 'incredibly fun'. He was also given a great deal of dialogue as the team worried that Clover fans would find Okami too different from their previous games to be easily understood.
