This adds an area that I believe you can access as soon as you find the area connected to it (fairly latish into the game) but you won't be able to explore fully until later. It also adds a boss fight.
This adds an entire 2 new chapters with several new bosses. These areas/bosses can't be accessed until after beating the base game's postgame. I recall the base game's last chapter being called the "final chapter" or something so I was a bit confused about this when I initially purchased the DLC. That's right, it's one of the hidden techs like the quick drop and the reverse wall jump. There's a few more of those, but most are minor attack ones iirc - the major one is RWJ because it lets you sequence break.
I think the big one is RWJ into Quick Drop lets you Wall Kick, creating itemless infinite wall jumps.

According to the artbook she was actually based on Kirby 64 Ribbon.
