Well, Schmidt fired in self-defence and Carson can't be blamed either, so...

Wait... isn't that just the same option twice?

Even though they look the same, different options affect different stats. Just go with 1.

Not quite the same. In the first option, the PC says he'll waive the fee -- i.e. there would normally be a fee payable, but on this particular occasion, he won't make them pay. In the second option, he just charges them the fee.
