Smaller font is usually considered more quiet than the larger font. You also have to write a lot more with this font size to fill a single row from the page than with any larger font sizes. I think it's probably around 15% more to write. It might also be harder to read too, considering people have probably gotten used to their reqular text size. Quiet voise and whispering are harder to hear, so I guess that makes sense that way too.
