Weird, I wouldn't use 'an' with 'euphoric' but people do tell you to use it with vowels.

Yeah. The article used is based on sound, not spelling.
So 'an' would be incorrect.
Just like how it's 'an hour' even though it starts with 'h'.

The one I've never understood is why people say "an historic". The "h" in the word "historic" isn't silent and it sounds weird saying "an" instead of "a" anyways.

I've actually heard it that way quite a bit and I've heard quite a few people including English teachers say that it's the correct way. (Though never with an explanation of why this is supposed to be the case...)

There's a few accents that don't pronounce the H in Historic, so that'd probably be the source of "an historic" ("an 'istoric").

What is it about sandwich places that when you ask for something normally, like lettuce for example, you get like... 6 or 7 tiny strips, but when you ask for "a little lettuce" they pile that crap on by the handful?
