The designs had some involvement in a few episodes, but it was rather brief in relation to pretty much every other story aspect.
At the end of the day they did just want to draw a bunch of neat action, boobs and over the top humor scenes. I can't fault them for that, for sure.
There is typical fanservice, and then there are under-breast designs, (and over-breast at the same time, if I saw junketsu correctly) six-inch skirts revealing barely covered vaginas, and an onslaught of close-up shots of both, usually consecutively or at the same time.
Not that any kind of fanservice would be too unbearable, but just the gross exaggeration of it all in Kill la Kill made it very, very hard to just be something to skip through or look away from. And it's quite sad that it had to drench things the way it did, considering that the story and characters are quite nice. (in fact, I LOVED Nui, enough to be one of my favorite anime characters, until she got her arms chopped off)

I'm pretty sure the premise behind the anime was to cram as much fanservice as physically possible into one series. They accomplished that goal very well.
Anyways, what else would you expect from the creators of Panty & Stocking? ;p

hahaha, that part I did NOT know but now it just makes so much sense.
Panty and Stocking is amazing btw, everybody watch it if you haven't. Though of course be warned it is heavily sex driven, so perhaps not with your parents if you can avoid it.

I expected randomness, high-speed fun, and a somewhat decent (though not centered on) plot, from the creators of Gurren Lagann. Or, at least, just that and nothing else.

I brought up Panty and Stocking at my pathfinder group yesterday, and now a friend of mine is watching it. Gotta love the random live-action puppet explosions.

Reference to old japanese TV shows, most notably Power Rangers as far as I know. Probably a few others used it too, that's just the most popular one I know of that used the silly explosions death thing.

Hmm, TTGL has a lot more action and is in general more "fun", but FMA (That is to say Brotherhood, not 2003. Not really a fan of 2003) has a MUCH better story and is the kind of thing I've found myself rewatching several times. On the other hand, I don't think I'll ever really watch TTGL again, though I might watch the movie adaptations one day.
Really it depends on what you're looking to watch right now.
