In terms of "What will get me money"... both, though one is the long game, and one is the short game.
If you just sell trading cards when you get them that will get you money in the short term, if you craft them into badges that increases your level which increases your chances of getting booster packs when you've maxed out card drops from a game. Though it is an arduous process since your chances only increase every.. ten levels I think?
Also remember that the team game rolls over each day (I think) so though you don't have a chance today, you might have a chance tomorrow.
ALTHOUGH... Purple are JERKS and they've won yesterday AND today!! I have a feeling that since they won they've got a momentum going so that they concentrate more on getting points in since they know they have a shot at the free games.

Card drop rates list:
Once eligible, your Steam Level increases your rate of receiving a booster pack drop:
Level 10: +20% increase in your drop rate
Level 20: +40% increase in your drop rate
Level 30: +60% increase in your drop rate
Level 40: +80% increase in your drop rate
Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
Etc.

Given the number of games I haven't completed yet (and the number of games I haven't even started) I think I'll be ignoring this year's sales. Obviously, I was born in the wrong era. If Nintendo had had such a system back in the day, I'd have been so much better off financially.

Something something need the entire set something something can only get a certain number of them for playing the game something something combine them for badges.
Something along that line. I find it annoying I can't get them all just for playing the blasted game.

I'm just confused as to how Steam expect me to trade cards if everyone appears to be given the same set of cards.
And don't get me started on how they gave me a worthless extra copy of Frozen Synapse. I can't even give it away! Everybody and their mother appears to already have this game.

Oh hey, I actually wrote up what was up with trading cards for somebody else just yesterday, lemme quote it for ya.
Okay so Steam Trading Cards explained:
YOU GON’ LEARN.
Okay so trading cards can do one of three things: They can be traded away for other things (Hats, skins, other cards), they can be sold on the community market for Steam wallet money, or they can be crafted into badges.
Why would you want to craft them into badges? Because badges increase your steam level, the higher your steam level is, the more chance you have of getting booster pack drops, which give you more cards when you’ve maxed out as many cards from a game as you can get. From just playing a game you can only get half as many cards as you would need to craft a badge for that game.
Each ten steam levels your chance of getting booster cards raises 20%.
Steam Trading cards can be sold on the market for varying prices depending on how rare they are, especially if they’re a foil card (foil cards are worth a lot more than normal ones, and they can be crafted into badges that also give you a lot more EXP) Some regular cards can go for 50 cents, but most cards will go for around 12 cents.
As well, with the Steam Summer Sale they’ve got a thing going right now where if you join a team (teams are randomized) you get a chance of winning 3 free games from your wishlist IF you contribute points to your team and IF your team wins that day. Points are contributed by crafting badges, especially the Steam Summer Sale badge.

What I've been doing myself is I've been selling other things to complete sets. So, if I get 4 cards from Risk of Rain and four cards from Super Meat Boy, I'll sell the cards from Super Meat Boy so I can buy the last half for Risk of Rain's set.
And of course this applies to more than just cards since you can also sell weapons and skins and hats that you get from other games.
It might be a strategy to instead of selling cards to just get into a game you don't really care about having all the things for, like TF2, play it a bunch and get hats and weapons from that and sell THOSE so you can buy cards to complete sets.
This way you don't spend any of your own money, only your Steam wallet money.

I played a sneaky sly little trick on Steam today, ohoho.
Since pink team (my team) is winning by a whole buttload of points for today, it looks like we'll win. So I decided to buy all the trading cards for Bleed (because I love the game and because the cards are cheap in comparison to most other games) and craft a badge so that I could contribute a point to pink team so that I can have the opportunity to win the thing where you get the top 3 games from your wishlist. And so that I can get the various other things that comes with contributing to your team when you win.
Oh yes, clever one I am.

Yes so sneaky since that's the entire point.
Also Pholtos you can also get booster packs randomly, how they work is as long as you have maxed out the cards you get from playing a game AND have logged into Steam that week you have a chance of randomly getting a booster pack for a game. It's incredibly rare though unless you have a high Steam level to increase the chances, I've only gotten one booster pack myself and I've been eligible for like 20 for a long while now.

That's so weird! I'm only level 12 (so only +20% chance) and eligible for 26 games and I've already gotten 4 booster packs.

Trading for them. If you play something like TF2, you trade your items for cards.

Most of the cards I've got are selling for less than 10 pence. Last I checked that's less than 17 cents.
