I recall a giant centipede boss (several centipedes, rather?) in Muramasa: The Demon Blade, but I'm fairly sure the background was more 'shrine' than 'tower', so I doubt that's it.

I have no idea. Hoggmeiser from Disgaea? I think he was a different colour of porcine foe, though. I'm not checking, because every time I put Disgaea in my ps2 100 hours of my life just disappear and float away.

Looks like Oki from Okami to me.
He sort of starts out as a villian, although you fight him immedialy and he doesn't need your skin anymore afterwards, but it's something.

He's a pretty swell guy, yes.

My knowledge of Japanese mythology is sadly as limited as finding trucks carrying multiple stories of penguins in the Sahara and you basically said all other basic information about him, so I'm afraid I cannot say much more than that.

I recognize that art style. It's from Castle Crasher.

By using the magic of google, I can even say that the boss is called Evil Wizard.

That is indeed correct.

It's a shame how undeveloped most characters in CC are, I love the guy's design, yet him being an "Evil Wizard" is all you ever get to know about him. Oh well, game's still awesome IMO.
