I'm really enjoying the atmosphere of the Subcon Forest area, especially the music... It's very reminiscent of Chapter 4 from Paper Mario TTYD, which I loved in spite of all the backtracking precisely because of how strong the atmosphere was.

I'll be honest, Angel Island and Hydrocity are really the only zones where the Act 2 music is substantially different from the Act 1 music. The "different music for each act" feature is handled much better by Advance and Mania, in my opinion.

I know a lot of people don't like the Ice Cap Act 2 music, and I understand why, but personally I think it's a cool minimalist remix of the song. It's really interesting what sort of effect you can get just by altering when certain instruments play.

Yeah, the music panning is super weird in this game. Someone in the comments suggested that it might be because Mario is the audio source, which seems likely since the panning seems to happen when Mario is on the side of the screen. Really bizarre.

I played Toxic Tower yesterday, and I was honestly surprised that it's way easier than its reputation would suggest, compared to levels like Red Hot Ride and Bramble Scramble which are definitely actually hard. I wonder what it is about this level that people had such great trouble with as kids.

The main reason why I don't like Glimmer's Galleon is because for some reason the devs felt the need to blind the player every time they turn around. Without that, the level would be basically fine, since the darkness doesn't really obscure that much of the level.
