"The Chevron" is called Consecutive Firing and powers up the firing rate of your standard weapon, as you surmised. The generic-looking Gun raises attack power. A scan of the US instruction manual is attached!

The shops are not listed in the manual at all!

it does look surprisingly similar but Return of Cooler was 1992, and this game is 1988. Transformers: The Movie was 1986 so it's more likely to be Unicron or a common ancestor.
