Is there an easy way to get the credits npc to show up behind blocks, or are all npcs always in front of all blocks? Because otherwise the giant black background of the credits covers up everything.

I think it's changed now to where that black line needs to pass the dotted line before it switches to democracy, and people vote to move the line. I wish they'd get rid of any vote-based system altogether.
