7 EP is a great hack (my second favorite Mega Man hack, as I've stated), but...yeah, Wily 5 is the main thing that keeps it from being #1 for me. The stage is WAAAY too long and the fight against Bass is so drawn out that it eventually kills any joke that could possibly be present within the fight.

Using graphics from other SNES games wouldn't work either, at least not for sprites. They'd all have to be the right size to fit MM7's style (not even aesthetically, I mean gameplay-wise due to hitboxes), and if they aren't the right size then there would probably have to be more programming involve...
