Found at the top of Sector 9, you need to blast yourself with the MPFB Devastator to climb the tall shaft. Which also means you need Tasen, Komato, and Strength all at 10, and lots of HP. Tasen won't be hit by each others' shots, but they're affected by splash damage just fine if they stand in the radius.
